You can Facetime without service because the Facetime app does not require cellular service to function. As long as your iPhone, iPad, or Mac is connected to a working internet connection, you can make calls using Facetime. If you do not have service on your Apple mobile device, find a Wi-Fi network and use it to make the calls.
